Coalition urges the Canadian government to revoke diplomatic status to the Hong Kong Economic and Trade Office (HKETO)
A coalition of human rights and pro-democracy groups is launching a petition to call on the Canadian government to stop according any special rights or diplomatic status to the Hong Kong Economic and Trade Office (HKETO) and to proactively apply sanctions under the Magnitsky Act against Chinese and Hong Kong officials.
Furthermore, the petition reiterates the call on the government to demand the release of Jimmy Lai, Chow-Hang-Tung and Hong Kong 47 whose only ‘crime’ was to exercise their rights and freedoms as prescribed by the UN Human Rights Declaration.
Hong Kong’s National Security Law came into effect in 2020, shattering China’s international commitment to the promise of “One Country, Two Systems”. The territory’s autonomy has been annihilated, and its people have lost even the most basic of human rights and freedoms.
Human rights activists, including former parliamentarians and journalists are being convicted for exercising the freedoms they once enjoyed. Known as Hong Kong 47, most have been jailed since February 2021, and convicted under the National Security Law.
“By smashing to pieces the Sino-British Joint Declaration, it is time for Canada to revoke those privileges the HKETO enjoys,” said MP Jenny Kwan, the petition’s sponsor. “The International community must raise our voices for basic human rights around the globe and in support of those who are being silenced.”
The Hong Kong trade offices around the world were given diplomatic privileges and immunities under the “One Country, Two Systems” framework.
“Hongkongers in Canada are in clear and present danger of harassment and surveillance from the HKETO,” Mabel Tung of Vancouver Society in Support of Democratic Movement (VSSDM) said, citing recent arrest of a trade office manager in London for alleged “foreign interference offence.”
“There is strong support across Canada for this petition,” said Cheuk Kwan of Toronto Association for Democracy in China (TADC). “Canadians are all aware that the National Security Law makes a mockery of freedom of expression and the rule of law.”
The petition’s organizers include Toronto Association for Democracy in China, Vancouver Society in Support of Democratic Movement and Movement for Democracy in China (Calgary) with support from Canada-Hong Kong Link, Hong Kong Watch and Action Free Hong Kong Montreal.

由人權和民主團體組成的聯盟現正發起聯署,呼籲加拿大政府終止給予香港經濟貿易辦事處(香港經貿辦)任何特殊權利或外交地位的協議,並根據《馬格尼茨基法案》對中國及香港官員實施制裁。
此外,聯署更呼籲加拿大政府要求港府釋放黎智英、鄒幸彤和47人案被告,他們的唯一「罪行」只是行使《聯合國人權宣言》訂定的個人權利和自由。
中國無視以「一國兩制」向國際社會作出的承諾,強行於2020年推行港區國安法,削去香港的高度自治權力,打壓人民基本的人權和自由。
不少包括前立法會議員和記者在內抗爭人士被定罪,只因他們行使曾經享有的自由。47人案的被告,大多數自2021年2月起已被監禁,並根據國家安全法被定罪。
聯署行動贊助人國會議員關慧貞表示:「既然《中英聯合聲明》已成歷史文件,加拿大應在此刻取消香港經濟貿易辦事處所享有的特權。國際社會必須為全球基本人權發聲,特別要支持那些受壓制被噤聲的人。」
香港在世界各地設立的貿易辦事處在「一國兩制」框架下享有外交特權和豁免權。
溫哥華支援民主運動聯合會(VSSDM)的李美寶引述最近在倫敦被捕的一名香港經貿辦經理涉及「外國干涉 」的控罪時說:「居於加拿大的香港人面對來自經貿辦的騷擾和監視的風險非常明顯。」
多倫多支持中國民運會(TADC)的關卓中表示:「這項聯署得到加拿大各地的大力支持。加拿大人都知道港區國安法是對言論自由和法治的愚弄。」
組織聯署行動包括多倫多支持中國民運會、溫哥華支持民主運動聯合會和卡加利中國民主促進會,並得到港加聯、香港監察和滿地可撐香港行動組的支持。
